The bottom line is that there are too many unknowns for the Bush administration to be able to provide any firm picture of total cost of the war effort or when it will be “safe” for the economy for the administration to raise federal taxes. Without knowing how long the war effort will last, there is no way to firmly predict what the final cost will be. Without knowing that bottom-line figure, neither can tax increases be predicted. Canada and the 1962 Cuban Missile Crisis
